VCF Registration: How to Register for the 9/11 Victim Compensation Fund

VCF registration is the free first step that protects your right to a 9/11 Victim Compensation Fund claim, and it has its own deadline. In the fund’s words, registration preserves the right to file your claim in the future, waives no legal rights, and does not obligate you to file a claim.
For most people with a 9/11-related illness, the deadline to register is two years from the date a government agency, often the World Trade Center Health Program, tells them the condition is 9/11-related.

What VCF Registration Is, and What It Is Not
VCF registration tells the September 11th Victim Compensation Fund that you may have a claim. The VCF’s FAQ calls it the first step in the claim filing process
and says it simply preserves your right to file a claim in the future.
Registering waives no legal rights, and does not obligate you to file a claim.
Registration and the claim are separate steps with separate deadlines. Missing the registration deadline can end a claim before it starts, while the deadline to file the claim itself is decades away.

Who Should Register With the VCF
The VCF covers people who were at the World Trade Center site, the Pentagon, the Shanksville crash site or the debris routes in the covered periods, and the families of people who died. Survivors who lived, worked or went to school in Lower Manhattan are part of that group: in 2026 through August, the fund counted 4,004 claims from survivors and 2,290 from responders.
You do not have to be sick to register. At the 25th anniversary, the VCF’s Special Master urged everyone who was there to register for the VCF even if you are not sick.
Registering preserves the right to file if a 9/11-related condition is diagnosed later.

The VCF Registration Deadline
The VCF registration deadline depends on your situation. The fund’s deadlines page sets out the rules:
- Personal injury: register
within two years of the date on which a federal, state, or local government entity notifies you that your physical health condition is 9/11-related.
- WTC Health Program members:
the two-year registration period is counted from the date of the most recent certification.
- Private Physician process: if
your condition is verified by the VCF as 9/11-related, then your registration deadline is deemed to have been met.
- Deceased victims: if the victim already registered a personal injury claim on time,
the deceased claim is automatically considered to have been timely registered.
Otherwise the personal representative must register within two years of the later of the date of death or the date the VCF verifies that the condition that caused the death is 9/11-related. - Earlier registrations:
if you registered a personal injury or deceased claim on or before July 29, 2021, you have met your registration deadline.

How to Register for the VCF, Step by Step
You can complete VCF registration online or by phone.
- Online: create an account in the VCF online claim system and choose
New Registration
. - Fill in each tab: the VCF asks you to
complete the required fields in each of the following tabs
: Victim, Claimant (if someone other than the victim), Attorney (if applicable) and Alternate Contact (if applicable). - Check the fixed details first: the VCF warns that
the following information cannot be changed once submitted: Victim’s Name, Social Security Number, and Date of Birth.
- Submit and confirm: registration is complete when a green

By phone: you can register over the phone by calling the VCF Helpline at 1-855-885-1555.
The hearing-impaired line is 1-855-885-1558, and callers outside the U.S. can use 1-202-514-1100. Representatives are available Monday to Friday, 8:30 a.m. to 5:00 p.m. Eastern Time, except federal holidays.

VCF Registration and the WTC Health Program
The VCF and the World Trade Center Health Program are separate federal programs, and you sign up for each one separately. The CDC says enrolling in one program does not automatically enroll you in the other
, and the VCF’s FAQ adds that enrollment in the WTC Health Program does not register you with the VCF or file a claim on your behalf.
They are connected through certification. When authorized by the VCF claimant, the WTC Health Program will share certification information with the VCF
, and when a condition is certified for treatment by the program, the VCF will generally find it eligible. The program provides no-cost, 9/11-related healthcare to those who were there
, and you can apply online or submit a paper application by mail or fax.
Its helpline is 1-888-982-4748, Monday through Friday, 9 a.m. to 5 p.m. Eastern. On June 30, 2026, 145,275 members were enrolled, and 67.3% were certified for at least one WTC-related health condition.

After VCF Registration: When to File the Claim
Registering keeps the door open. Filing the claim comes later. The VCF advises: You should file your claim only after you have been certified by the WTC Health Program for a 9/11-related physical health condition.
And the last date on which anyone can file a claim is October 1, 2090.
Some people cannot use the WTC Health Program. The VCF’s Private Physician process is available only in the following limited circumstances
, including when the VCF told you to use it, when a deceased victim’s condition was not certified by the program, when you live outside the continental United States and have not been certified, when you do not meet the program’s enrollment requirements, or when you cannot reach a program center without suffering significant hardship.
You do not need a lawyer to register or file. If you use one, VCF policy says attorneys may not charge any individual more than 10% of the amount of the individual’s VCF award.
